Background

The economic importance of tourism in the European Union is increasingly recognized and better understood, thanks in part to the development of the Tourism Satellite Accounts (TSA) in European countries. The TSA brings together data on tourism and on the economy to present the contribution of tourism in e.g. Gross Value Added, Gross Domestic Product and employment. These can then be compared to economic aggregates for other sectors like agriculture, mining or financial services.

Developing TSA is beyond a technical exercise also very much a strategic endeavor and linked to considerations of the tourism policy. This helps explains why, despite the fact Europe boasts some of the most statistically advanced countries in the world, it remains a challenge in many European countries to develop their TSAs—certainly to the level of sophistication that data users might like and, equally important, to keep it running.
 

Objective

The Workshop aims to bring policy makers (data users) and tourism statisticians and TSA compilers (data producers) to uncover the main elements for successful TSA implementation. This will range from technical requirements to institutional arrangements and political leadership.

Programme

The Workshop will comprise 2 parts. The first will be geared at the strategic aspects of TSA development, including the uses and benefits of TSA, and to facilitate an exchange between policy and technicians across the various national entities engaged with tourism and in TSA compilation. The second part will be geared at a more technical training for TSA development, including the core data (sources) necessary to set up TSA tables and experiences on how to tackle common or particularly challenging issues. Countries will be encouraged to share experiences and the experts will share some of the main lessons learnt from TSA development worldwide. Download Preliminary Programme.

Target participants

The target group includes policy makers, managers and technical staff (statisticians) from the National Tourism Administration, the National Statistics Office (as producers of basic statistics and compilers of National Accounts), the Central Bank (as Balance of Payment compilers and the importance of tourism as an internationally traded service) and other entities as deemed relevant. We are pleased to inform you that, at the kind invitation of the Entity of Tourism of Buenos Aires (Argentina), the World Tourism Organization (UNWTO) will organize a Technical Workshop within the context of the Joint UNWTO – WTCF City Tourism Performance Research, 26 September 2017 in Buenos Aires, Argentina.

Considering “Urban Tourism” as an economic activity with a high potential to stimulate local economic growth because of its complementarity with other economic activities, its contribution to GDP, job creation, foreign exchange and services exports, it is essential to monitor the tourism performance in urban destinations and to identify the areas related to “Destination Management”.

The UNWTO Secretariat in collaboration with WTCF (World Tourism City Federation) launched an initiative to showcase the good practices on “tourism performance” in several urban destinations. The workshop will discuss the results of the research conducted and will aim to provide recommendations to the cities on the selected key performance areas.

La Organización Mundial del Turismo (OMT) invita cordialmente a sus Estados Miembros a participar en la edición 2017 del programa UNWTO Practicum. Este programa de capacitación incluirá un taller sobre Comunicaciones de Crisis en Turismo y se celebrará en español y francés, en la sede de la OMT en España (Madrid) y en el Principado de Andorra del 9 al 16 de Julio de 2017.


El Practicum de la OMT tiene el triple objetivo de:

  • (a) ofrecer capacitación a los funcionarios de las Administraciones Nacionales de Turismo de los Estados Miembros de la OMT en sus esferas de responsabilidad básicas;

  • (b) familiarizarles con el programa de trabajo de la OMT y de la Fundación OMT. Themis y las actividades y servicios que en él se ofrecen; y

  • (c) darles la oportunidad de establecer contactos entre los participantes y con los funcionarios responsables de la OMT y la Fundación OMT.Themis.


De este modo, los funcionarios  pueden aprovechar mejor el valor añadido que la OMT ofrece a sus Miembros, y tener contacto personal con responsables de los diversos programas de la Organización y programas regionales.

Todo funcionario que quiera participar al UNWTO Practicum deberá:

 

  • ocupar un puesto de nivel directivo en la administración nacional, regional o local de turismo, con participación directa en el área de Comunicación;

  • tener un excelente dominio del Español y/o Francés -según corresponda-, ya que el Taller se llevará a cabo en estos idiomas; y

  • ser capaz de contribuir activamente a los procedimientos del Practicum de la OMT.

Para inscribirse al UNWTO Practicum,  los candidatos deberán rellenar el formulario de pre-inscripción en https://survey.zohopublic.com/zs/SMCux0 .

 

La fecha límite para la presentación de candidaturas es el 30 de Mayo de 2017.

Dado el carácter interactivo del UNWTO Practicum, la participación está limitada a un total de 10 personas por idioma, por lo cual se hará una selección final de los participantes en función de sus méritos y los seleccionados serán informados por correo electrónico. Así mismo, se debe tener en cuenta que el hecho de inscribirse, no significa que el candidato haya sido aceptado automáticamente como participante.

Por otro lado, y como se indica en el documento adjunto sobre Información General, el transporte aéreo de ida a Madrid (España) y de vuelta desde Barcelona (España) correrá a cargo del país que envíe a cada participante, mientras que la OMT sufragará el alojamiento en Madrid y Andorra, y el transporte interior Madrid - Andorra - Barcelona.

The UNWTO & Arabian Travel Market Ministerial Forum on Tourism’s contribution to sustainable and inclusive economic growth and diversification in the MENA region, brought together Ministers of Tourism and industry leaders in the MENA region to consider ways and means of capitalizing on Tourism growth in the region and building a sustainable ecosystem for the sector that would unlock its contribution to the fulfilment of their national agendas for GDP growth and economic diversification, innovation, entrepreneurship and productivity, job creation, human capital and infrastructure development, investment and export promotion.

The Forum addressed the following issues:

  • Empowering evidence based decision making and accurate measurement of the contribution of Tourism to current and future economic growth - particularly as regards GDP, jobs and exports - and its multiplier effect on other sectors of the economy.
  • Enhancing the contribution of domestic tourism alongside international tourism (especially intra-regional) in delivering sustainable economic growth from the sector.
  • Main challenges and opportunities for securing investment in Tourism (FDI and domestic investment).
  • Strategies and measures to strengthen Tourism’s resilience to external shocks.
  • Ensuring that economic growth due to Tourism leads to the sustainable and inclusive development of host communities and the transition towards a green economy.
  • Investing in technology - driven innovations to enhance performance and improve competitiveness.
  • Policies to promote job creation and entrepreneurship.
  • Strengthening the sector’s institutional framework, engaging and aligning key governmental role players on Tourism policy issues and targets and developing result driven partnerships with local and international stakeholders.

World Tourism Organization (UNWTO) and United Nations Statistics Division (UNSD) organize this side-event on the occasion of 2017 as International Year of Sustainable Tourism for Development, and to underline that sustainable tourism is an important element of the 2030 Agenda for Sustainable Development, as it relates to sustainable economic growth and decent employment. 

Within the context of the Statistical Commission this side event is intended to highlight the measurement issues of sustainable tourism and to provide further explanation to the report of UNWTO on tourism statistics (E/CN.3/2017/17). That report describes the planned development of a statistical framework for measuring sustainable tourism to support more integrated measurement and policy in the context of the Sustainable Development Goals (SDGs) and also proposes the development of a compilation guide for the Tourism Satellite Accounts (TSA), and a technical note on linking the System of Environmental Economic Accounting (SEEA) and the TSA.
